Eucalyptus Tree Removal on APS


The City of Santa Barbara Fire Department, in cooperation with the Parks and Recreation Department, will be removing five large Eucalyptus trees on the 200 block of Alameda Padre Serra. The work is scheduled to begin on November 4th, 2013, with completion expected by November 6th, 2013.

The trees that will be removed are within the Wildland Fire Suppression Assessment District and have been identified as having a high potential to create hazardous conditions in the event of a wildfire. By removing these trees, the City of Santa Barbara will be increasing the overall traffic safety on a major evacuation route in the High Fire Hazard Area.

The purpose of vegetation road clearance is to reduce the amount of flammable vegetation along roadways which provides effective evacuation routes for residents and safer response avenues for fire apparatus during a wildland fire incident.

Road Clearance Update

On September 9th, the City of Santa Barbara Fire Department began it's annual Road Clearance program. So far we have completed over 3 miles of roads in just 3 weeks! We would like to thank all of the homeowners in these areas for all of the positive feedback we have received and for keeping cars parked off of the roads so our crews can work as efficiently as possible.



We would also like to remind everyone within the Wildland Fire Suppression Assessment District to stay alert on the roads in your neighborhood as our crews will be working in roadways and on narrow streets. To ensure your safety and that of our road clearance crew, watch for traffic signs and slow down when driving in areas with posted notice of  road work.

2013 Vegetation Road Clearance


The City of Santa Barbara’s Fire Department will be implementing the High Fire Hazard Vegetation Road Clearance Project starting on September 9, 2013. The work will continue through December, 2013. The roads to be completed are shown in the table below.

This year 14.5 miles of roads will be cleared through funds established by the Wildland Fire Suppression Assessment District in both the Extreme Foothill and Foothill Zone of the City’s high fire hazard area.

The purpose of vegetation road clearance is to reduce the total amount of vegetation along roadways, enhance evacuation during a wildland fire and allow greater access for fire engines and equipment to respond during a wildfire.

It is very important to maintain and keep up the work that has been completed. Maintaining roadways is not only important for your safety but the safety of the community.

Since the Fire Department is not able to complete every mile of road in the high fire hazard area on an annual basis, the maintenance of the road clearance work is the responsibility of each property owner. Santa Barbara Municipal Code requires homeowners to make sure that vegetation on their property does not encroach onto adjacent roadways. This effort includes keeping evacuation routes clear of flammable vegetation and thinning vegetation along the roadways.

In years past we have been able to recycle 98% of the chipped material and accomplished the same this year. If you have questions related to the project or have questions related to City property requirements you can call Chris Braden at 564-5737.

Wildfire and your Home

In order to understand the effect wildland fires have on and structures, the Insurance Institute for Business and Home Safety Research Center created a controlled environment for simulating the effects of a wildland fire on a structure. By using a wide variety of commonly used home building materials they were able to accurately demonstrate what can happen to a home when exposed to ember bombardment. This type of event is common during wind driven wildfires. It is important to note that there are no direct flames from the ember source contacting the structure. This test is specifically designed to test building materials to embers and not direct flames.


A common misconception of why homes are lost in wildfires is the assumption that the "wall of flames" on the fires leading edge was the reason all homes are lost in a wildfire event. Fire scientists and wildland fire specialists have determined that in fact it is possible that more homes are lost in a wildfires due to ember intrusion into the structure through vents and crawlspaces, embers landing in gutters and igniting built up leaf litter and flammable material against the edges of homes. This video shows the results of mulch burning around the base of the home and the resulting effects on the structure once the mulch has ignited it. This video is a good reminder of why a homes defensible space is much more than landscaping and that small improvements, such as adding 1/16'' mesh screening to attic vents, can make a huge difference in a homes ability to withstand an approaching wildfire.

Hot Weather & Dry Conditions

This weekend, Santa Barbara is expected to see the highest temperatures of the year so far. Dry conditions are also expected with very low fuel moisture levels throughout most of the South Coast. The National Oceanic and Atmospheric Administration (NOAA) has predicted the following conditions for the Santa Barbara Coastal and Interior Areas:

IN ADDITION TO THE SANTA BARBARA SOUTH COAST...ALL INTERIOR SECTIONS WILL HAVE ELEVATED FIRE DANGER DUE TO THE PROLONGED PERIOD OF VERY HOT AND DRY CONDITIONS...ESPECIALLY CONSIDERING THE VERY DRY FUEL CONDITIONS. MOUNTAIN AND FOOTHILL AREAS WILL BE ESPECIALLY VULNERABLE TO LARGE FIRE POTENTIAL AS THIS PROLONGED HOT AND DRY PERIOD WILL BRING AN INCREASED THREAT OF PLUME DOMINATED FIRES.



As we move into the warmer months of summer it is important that homeowners and residence of the Wildland Fire Suppression Assessment District pay close attention to and Red Flag Warnings and Fire Weather forecast for their areas. As of this posting, the Santa Barbara Coastal Area is not currently under a Red Flag Warning, but citizens are still encouraged to take appropriate precautions. These precautions include, but are not limited to the following:
  • Report any sign of smoke immediately to your local fire department by calling 911 (if your call 911 from your cell phone, you must know your location).
  • Use extreme caution when operating spark of flame producing machinery in hazardous grass or brush areas.
  • Have an evacuation plan in place and identify two exit routes from your neighborhood. If you are asked to evacuate by fire or law enforcement officials, do so immediately.
  • Report any suspicious persons or vehicles to law enforcement.

Defensible Space Chipping Completed for 2013

We have finished our annual Defensible Space Chipping Project for 2013! This year we successfully chipped over 400 tons of vegetation within the Wildland Fire Suppression Assessment District. Thank you to all of the homeowners who have once again made our annual Defensible Space Chipping Project a success.



Next years schedule of chipping areas will be posted in our newsletter that will go out in early 2014 and will also be available online. Make sure you review all the information provided when you receive the newsletter as the starting dates for each chipping area can change annually. To reduce the spread of exotic invasive plants, we would like to remind all homeowners in the Wildland Fire Suppression Assessment District to not place any cut vegetation for chipping that contain these non-native species:

Our chipping program has been very successful over the years in recyclingng 99% of our chipped material by providing homeowners in the Wildland Fire Suppression Assessment District the option of utilizing their chipped material for ground cover, soil stability, and/or to maintain nutrient content in soils.

By keeping these species out of your cut and stacked vegetation, you are helping to reduce the spread of unwanted exotics in the Wildland Fire Suppression Assessment District.

Defensible Space Chipping - Las Canoas Chip Area

Defensible Space Chipping for the LAS CANOAS chip area starts Monday, March 18, for homeowners who are within the Wildland Fire Suppression Assessment District. Please remember to review the information provided in our annual newsletter and on your posted Notice of Vegetation Chipping prior to piling your cut vegetation.


Please understand that our contractor only runs one chipper. Each chip pile is document on Monday and a list is given to the contractor. Depending on where they start in the project and how much brush is put out it may take us a few days to get to your pile.

You are welcome to continue adding to your pile until it is picked up. However, once the chippers pass through the area they will not be making second passes

Get Ready for Defensible Space Chipping

Just a reminder to everyone in the Assessment District that we will be starting the annual Defensible Space Chipping program starting on March 4th.

THERE HAVE BEEN CHANGES TO OUR CHIPPING SCHEDULE FOR ALL AREAS IN 2013. Please refer to the newsletter that was sent out mid-January 2013 for the 2013 schedule and map to determine the appropriate time to place your vegetation out for us. We will not be by sooner, nor will we make second passes to come back.

2013 WFSAD Newsletter

The annual newsletter was sent out last week to all property owners in the Wildland Fire Suppression Assessment District (WFSAD). The Assessment District covers the Foothill and Extreme Foothill zones of Santa Barbara’s wildland urban interface. In addition to the chipping schedule, you will find a lot of information regarding the programs and projects provided by the district. The newsletter also contains material regarding defensible space and fire resistant landscaping. On the inside back cover, you will notice a defensible space checklist to help you maintain a safer environment around your home in the event of a wildfire.
